The Commonwealth Investigator Training Program (CITP) was created to provide professional, standardized training to Agents in various State investigative agencies. With authority granted by the Pennsylvania General Assembly, the Office of Attorney General (OAG) partnered with the Office of State Inspector General, the Department of State, and the Department of Corrections to create an investigator training program that utilizes portions of the current Municipal Police Officer Education and Training Commission (MPOETC) ACT 120 curriculum as a foundation.

CITP is taught by certified instructors from the member agencies, and by some Police Academy instructors from Pennsylvania State Police, to deliver high-quality courses to investigators from various state agencies. The State Investigator Training Program (SITP), four weeks in length, is designed to provide training needed by all investigators, regardless of their job assignment. Agencies that employ civil investigators will find this curriculum meets their needs perfectly, while agencies who employ criminal investigators will find this curriculum to be a good foundational program before moving into criminal training. The State Criminal Investigator Training Program (SCITP), ten (10) weeks in length, is designed for recently hired investigators who have completed the SITP and assigned to criminal investigations. Four (4) weeks of the SCITP is taught in the classroom, while the remaining six (6) weeks involve practical, hands-on instruction. Some of the topics taught in the SCITP include:

* Course for Criminal Investigators only.

 

We offer each Program twice annually. All training is conducted at the Pennsylvania State Police Academy in Hershey, PA. The Spring 2022 Programs are scheduled to begin:

SITP – Monday March 7, 2022
SCITP – Monday April 4, 2022
Standard Daily schedule:
Monday: 10:00 am-4:30 pm
Tuesday-Thursday: 8:00 am-4:30 pm
Friday: 8:00 am-2:30 pm

The employing agency will be responsible for meals and lodging. Breakfast, lunch and dinner are served at the PSP Dining Hall and available at a cost of $6 per meal, but this needs to be arranged in advance. There is no lodging available to CITP students at PSP. In past sessions, the CITP has contracted with an area hotel for lodging services, but there is no obligation to use the selected hotel.

There is no cost for instruction or use of facilities. (The only exception is the Wiretap Training which has a cost of $500 per student. There are also additional admission and legal requirements for Wiretap Training.)

Student Performance Appraisal will be accomplished through multiple choice written examinations, practical exercises and firearms qualifications (SCITP).
